On the WeLCom site, students cannot enrol themselves, only users with permission can enrol others. Most teachers have been given this permission, so yes you can.

If the student is not on the user list then you will have to add the student to the WeLCom site - see adding a new user

The student has now been added to the WeLCom site and if you go to your course you can use "Assign role" to add the student to your course.
